I had neglected to install the intel-compilerproc-vars-187 and intel-compilerprof-vars-187 packages. I had assumed that they only contained the iccvars.*sh and ifortvars.*sh files, which I did not need. However, they also contain crucial system headers including /opt/intel/composer_xe_2015.3.187/compiler/include/xmmintrin.h which would have superseded the gcc one and prevented the gcc implementation from sneaking in.

Compiling numpy 1.9.2 with Intel compiler on EL7
